I wish to introduce myself to you, since this is my first contact with you: my patronymic, in approximate phonetic expression, is DEEII NINETY-EIGHT BEGOTTEN BY DEII NINETY-SEVEN. This is not the first time I have set foot on this solidified star of EARTH, and before my new return I lived in your gracious nation with your compatriots during long and pleasant months spent in the process of study entrusted to me by my superiors, concerning the country of Spain and the country of Portugal.

 

For this reason, and prompted by beautiful and moving memories, allow me, in breach of the customary postal practice that prevails in your social setting, to devote in these first paragraphs a respectful and affectionate remembrance to compatriots of yours whom, according to the information in my possession, you know.

 

They are these:

 

Mr FERNANDO SESMA MANZANO, whose spiritual hospitality and kindness we will not forget, despite his later reservations towards us, which for that matter were illuminated by more logical schemes than those he held when he maintained a stance of emotional credulity.

 

Mr DIONISIO GARRIDO BUENDÍA, whose affection and respect for our community moved us at a time when we had not yet come to accept that you, beings of EARTH, could accept our testimony based only on assertions expressed in typewritten form. This brother of yours made easier my difficult mission of establishing a nucleus or micro-network in this nation capable of becoming the recipient and keeper of our documents. For this reason I beg you, Mr AGUIRRE CEBERIO, to convey to them my warm and heartfelt greeting. Among other respectable brothers of yours, there formed part of it at the time when I was last on EARTH:

 

Mr ENRIQUE VILLAGRASA NOVOA, who with clear vision of the future supported our thesis of identity, collaborating in the organization of the Spanish micro-network together with close friends of his: Mr MARTINEZ ANDRES, Mr ANGEL DEL CAMPO, Mr BORRAS GABARRÓ, Mr FERNANDO VILLALBA and Mr FRANCISCO MEJORADA.

 

A heartfelt greeting to the lady of Spain who collaborated most with you at that time, ALICIA ARAUJO.

 

I also wish to send my message of solidarity to those of your brothers who, while maintaining a sharply critical stance towards us, motivated by positivist mental schemes worthy of respect, knew how to balance their scepticism with research activity combined with a deep interest in our brothers. Hence my particular greeting to your brothers JUAN ANTONIO CEZÓN ALONSO, JOSE JORDÁN PEÑA, FRANCO MUELA PEDRAZA and VICENTE ORTUÑO BOIX.

 

Although at the time I already conveyed to my brothers who had travelled here my pleasant surprise when I was informed that two brothers of yours had had the kindness to include a dedication in my name in a printed volume entitled UN CASO PERFECTO (A PERFECT CASE), please convey again my friendly greeting to Mr ANTONIO RIBERA JORDÁ and RAFAEL FARRIOLS CALVO. I judge their book to be one of the rare bibliographical specimens that deal with our existence among you without breaking the commitment not to give us away explicitly. For the exquisite care the authors took not to allude to us clearly, which would have caused disturbances to my expeditionary brothers. Thank you, my friends.

 

I know that after my return to UMMO many brothers of yours lost their interest in our brothers, and that others, whose names I have but who are unknown to me, turned with logical curiosity to the analysis of our stay among the humans of EARTH. To them my greeting, since I am going to live for a few more months within the area GREAT BRITAIN-SPAIN-PORTUGAL, FRANCE-MONACO, IRELAND. It is no easy task to become acclimatized again to your customs, so different from ours, but at least it will comfort me to know that your brothers who were once my friends will go on extending towards us their disinterested arch of spiritual alliance, both parties keeping their ideological autonomy and independence.

 

These years that have passed will perhaps have convinced you, in case you still harboured any fear, that the contact with you was not due to proselytizing motives or to any other kind of pressure on your brains that might distort your own philosophical, religious, ethical or political ideas.

 

If, through our writings, you nevertheless modified your mental structures, this is inherent in every process of information, and such changes cannot on that account be assessed as profound and negative. Those who thought that you might become members of a sectarian organization or co-religionists of a new doctrine were plainly mistaken, for it has never been the intention of my brothers -neither when I was on EARTH before, nor of those who succeeded us later- to turn you into agents of our cause, which has never been anything but an operation of study of the biosphere and sociosphere of EARTH.

A long sociological process has taken place in the human network of Earth since the brothers of mine to whom I am subject ordered me to leave your cold star. And you have no doubt felt in your organisms and in your memory the vicissitudes of that social dynamism. My explorer brothers who stayed here also had to adapt gradually to circumstances and modify criteria in the planning of our studies.

 

Our departure from planet Earth was inevitable. The safety margins imposed by our superiors -margins, moreover, evaluated through the combination in a safety function of multiple parameters, which we quantify by complex processes of calculation- were reached and even exceeded in the critical months you went through at the end of 1973.

 

We broke for once our rule of not giving you any proof of our identity when my brothers informed you in advance that they were leaving: a sign, for those who know us, that a war of unpredictable consequences was approaching with a high degree of reliability.

 

They decided to face an even more serious violation when, a few days in advance, you were informed that the General Staffs of the great powers were preparing a nuclear war in case the weaker or more reasonable party did not accept the coercion represented by a logistic mobilization of the deterrent instruments of atomic attack. You yourselves were able to convince yourselves that our information was sadly authentic.

 

I am informed that my brothers held a serious debate about the problem raised by the situation. Not warning you of the danger and withholding the modest help we could offer you, giving you the opportunity to take refuge in our underground bases, would have been a cruel and unjust option towards the few friends scattered over planet Earth, even considering that many would not have benefited from it, either because of the impossibility of travelling to them or because of a logical stance of inhibition induced by distrust, fear, lack of foresight or intimate motives of a moral character.

 

On the other hand, revealing that secret, jealously guarded by some chancelleries, entailed serious risks: for you, if an inevitable indiscretion filtered such data until they reached some embassy or government body, which would no doubt have been highly surprised to see how a State secret reached levels normally incapable of gaining access to data classified as “top secret”. It is no secret to you what kinds of coercion are used among the beings of Earth to extract from laymen information about the sources, or how those who possess it are physically eliminated.

 

But for my brothers themselves, revealing that to you meant offering you a very solid proof of our existence as a group capable of processing high-level information, contrary to our repeated efforts to be ignored.

 

We have therefore damaged one of the strategic bases of our stay on Earth, which allowed us to communicate with you without this constituting any proof of our origin.

 

For this reason, friends of the land of Spain, we venture to ask you for something in return for the goodwill we showed in the hour that was bitter for you. A bitter hour that fortunately did not turn into tragic reality.

 

Try to “forget” that we offered you that proof. Put another way, never wield it to try to show sceptics that we are not what they believe, but rather an organization of pranksters or of utopian ideologues or of idealistic scientists, or any of the hundreds of hypotheses about us that circulate on the cold star Earth.

 

According to my reports, the sociopolitical situation of Earth is going through a more benign phase, but only as regards a nuclear confrontation. Although as regards other political aspects, I need not reveal to you, for you are aware of it, that the escalation of gravity is not going to take a downward trend for a long time.

 

NUCLEAR RISK: On 21 December and 3 January 1974, the French Republic and Great Britain addressed very harsh notes to the American Administration, supported by the following countries: Federal Germany, Holland, Italy, Denmark, Ireland, Belgium, Norway, threatening a pact oriented towards the Eastern bloc if its logistic plans for a surprise nuclear attack were not modified immediately. One of the notes alluded directly to the alert raised by the USA at nuclear bases all over the world (including the Spanish ones), which was raised without the knowledge of the European allies.

 

The Nixon Government, beset at home by the serious crisis caused by the evidence accumulated about the president's wrongdoing, has not been able to withstand the European threat and, in a note addressed separately to those nations, gives assurances that the logistic mechanism is being revised to avoid a new initiative unless proven aggressive measures are taken by the People's Republic of China and the Soviet Union. On the other hand it expresses its concern at the news reaching it from the P. R. of China about a new plasma weapon under experimentation.

 

GUERRILLA MOVEMENTS: The escalation of terrorist actions, which are beginning to multiply uncontrollably, is evident to you. The serious social imbalance caused by unjust structures which, besides being so, refuse to evolve, defending themselves with repression from the strata of power, is driving well-trained minorities to a despair that crystallizes in ever more perfected terrorist actions. The initial causes of such actions must be sought precisely in the perpetuation of that political and social structure. Our information on this is that, far from the process diminishing, new contingents of young people will resort to it desperately, maddened at finding no other options. What you do in lamenting this situation is sterile. It would be like condemning earthquakes or floods.

 

The most important financial sources available to these groups distributed throughout the world, which have even freed themselves from the control that until a few years ago was exercised by the Soviet Union and the German Democratic Republic, are at present:

 

The People's Republic of China, Libya, Saudi Arabia, Tunisia, Albania, the Republic of Cuba and certain financial sectors of the United States, Ireland, the French Basque Country, Morocco, Egypt, Mauritania, Argentina, Switzerland. The most serious risk, in our judgement, is constituted by the reports that in the future remote-controlled jets will begin to be used for attacks on political leaders and other targets. The supply of Soviet-made rockets coming from surpluses of the last Arab-Israeli war will not give great results, since their homing heads, based on infrared detection, would make them suitable only against aircraft or other less precise targets. But that discovery of the possibility of using jets has led the commanders of the guerrilla organizations to study other remote-controlled models.

 

At a meeting of the Central Committee of the Party of the People's R. of China on a recent date, 7 January 1974, the possibility was discussed of supplying compact nuclear warheads capable of being transported dismantled by the urban guerrilla movements to the points designated as targets.

 

Although the conclusions have provisionally been negative, we foresee that this situation may come to be reconsidered in the not distant future. We suspect that you are going to live through rather dark days before long. I repeat to you what my brothers told you in their last letters: the tolerance of unjust social regimes is provoking a reaction of very serious consequences. The fatal binomial action-repression could have been checked in time by means of a slow evolution towards social forms more bearable for the weakest and most unfortunate social strata. Now that the hitherto normal inhibitors (religion, education, recognized authority, the advertising media) are failing, any stimulation by mass leaders will be effective in prompting a desperate action by those who in any case cannot find a bearable way out of their marginalization.

 

Until now those social strata did not have adequate instruments to confront the repressive technical action of the States of Earth. This situation is turning dangerously, from the moment men of science understand that it is more ethical for them to put themselves at the service of the dispossessed than under the orders of dominant oligarchies.

                                                         

We think that analysts on Earth have come to describe with great precision the origin of the ills afflicting the human social network of that cold star, so that attempting in a few typewritten sheets a faithful synthesis of our concept in this respect would not clarify very much the ideas set out by those sociologist brothers of yours.

 

We understand, however, that for you, overwhelmed by a maelstrom of contradictory information, it will be extremely difficult, in trying to classify and select the different versions, to locate the one which, being less polarized and fed by reliable data from good sources, can be described as impartial and objective. My brothers, in various messages addressed to you, already alluded, if only superficially, to the causes of the crises of collapse to which the whole culture of Earth is subjected.

 

Crisis in philosophical conceptions, because the thinkers of Earth are discovering that Aristotelian logic and its semantic dialectic are not enough for them to face the most transcendent problems of life and the universe; for although that same logic, with its margins of error, is perfectly valid for problems of everyday thought, domestic sociology, technology and some areas of science that concern only macrophysics and macrobiology, it will terribly distort the truth when that logical instrument is applied to theological, psychological, microbiological, cosmological and sociological problems in general. This distortion translates into varied scientific and sociopolitical schemes that lead the supporters of one or another conception (all of them deformed) to come into conflict. As the contribution of new data is integrated into such schools or conceptions, and these acquire a complex structure (but one already aberrant at its origin), the psychodynamics of the social micro-networks adhering to them reaches threshold levels that must translate into serious tensions within them (revolutions, abandonment of the system, evasion or flight towards magical and irrational forms). This has always been the end of the various schools or fields and systems of thought. But until now you knew such crises in isolated form in space and time. While one religion or scientific doctrine was in crisis, the others were going through a normal phase or perhaps their heyday.

 

For us, time as you conceive it does not exist. It is precisely a flow of growing information that is enriched ceaselessly, and which at the same time can be quantified by relating it to our concept of IBOZOO OUUU. If that information is accumulated by means of valid patterns, that is, if it is condensed by means of perfectly coherent semantic rules, that is, if it is pragmatically processed in complex systems that offer a valid image of cosmological reality, such a crisis does not occur, since it will not become a source of anxiety, of frustration, of alienation, as you yourselves say.

 

But if the gradually accumulated time (information) is processed incorrectly (we mean, using logical paths insufficient to apprehend it), and by using those poor semantic bases such data are adulterated, the resulting network of knowledge (political, religious, social, scientific system) ends up being a phantom image of the underlying world, of reality. An image which, not fitting into it, provokes first disillusionment, anguish or anxiety, and then the reckless flight, without serious formulation of objectives, towards other forms of life and thought that are more comfortable and therefore even more irrational.

 

At the present moment, and for the first time in your History, all those ideological currents are simultaneously becoming phantasmagorical images. Put more correctly, for the first time all their followers simultaneously become aware that those systems are aberrant to some degree.

 

This creates, as is in fact happening among you, a reaction of panic on a world scale. The humans of Earth feel that the ideological pillars on which they felt secure are collapsing beneath their feet. They are of shifting mud. The vertigo that such a void implies translates into suicidal projections of despair. The cortex ceases to govern human behaviour with rational patterns, to be replaced by older strata of the brain (paleocortex). You cannot then be surprised that the first results of this devastating crisis should be terrorism and the flight of large sectors of followers of the great ideological systems towards naive and dogmatic sectarian movements of a superstitious character which promise their proselytes refuge and access to the “Truth” or “Higher Knowledge”, so that the human being, instead of facing his misfortune and struggling to alleviate it, aggravates it even more by drugging himself with ideas far more aberrant and absurd than those he has just abandoned. There thus arises an expanding spiral in the distortion of that information, which you are living through in these unhappy days.

 

The lamentations you make through the channels of public opinion and in your private conversations prove sterile, as I pointed out to you at the beginning of this message. To condemn such-and-such a terrorist act, or the fondness for forms of escape such as certain sports, pointing directly at the perpetrators, is naive and unjust, for it does not point to the genuine first causes of such anomalies.

 

That distortion of the great conceptions you possess about the world (the macrophysical Theory of Relativity and Quantum Theory, the Capitalist economic doctrine, the Marxist political-economic doctrine, Hinduism, Christianity, Islam, Existentialism, State Socialism and others) is of course of differing degrees of value. This means that your brothers should intelligently know how to choose those which, within their disturbed structure, offer the highest levels of reliability, which will be precisely those that have the most solid rational and humanist arguments. In this way we think that, sensibly, those anguished brothers of yours should reflect a great deal before abandoning their present ideological status. But analysing their present beliefs in search of symptoms of semantic, rational or cosmo-ethical decomposition or corruption. Thus every concept that offers arguments based on analogical relations substituting for causal ones (you call such concepts “magical”) is disturbing. Philosophical-social concepts that tend towards a structure of the human network based on the privilege of minorities or on the marginalization of other minorities are seriously poisonous.

 

Those which do not imply respect for the human being as a unit, or for the social network as a structure, safeguarding its basic freedoms, are corrupting concepts that must be rejected.

 

One should distrust new doctrines loaded with commonplaces or axioms that were already formulated long ago by other Schools. They constitute eclectic schemes that you could compare to suits made of patches from other garments.

 

And one premise must always govern this option of change: ALWAYS DISTRUST any ideological scheme that promises longed-for goals such as (social peace, tranquillity and inner peace, attainment of the TRUTH, conversion of the mind, attainment of a HIGHER KNOWLEDGE, holiness, HAPPINESS, psychic and social harmony, LOVE, etcetera) with minimal effort, or by means of mental or mystical exercises. All these ideal goals, to be reached, require an enormous effort and careful study, and are the work NOT OF A SINGLE PERSON but of the SOCIAL NETWORK, and moreover the fruit of several generations.

 

We, humans from another star and mute spectators of your tragedy, would commit a grave fault if we lied to you piously, making you build vain hopes.

 

You, Aguirre Ceberio Juan, and your brothers must reflect that those longed-for goals are not achieved as easily as certain eastern ideologies of Earth (Hinduism, Buddhism) postulate, trying to psychodynamize oneself inwards, fleeing from the world around one, trying to modify one's “mind” first before modifying the environment.

 

Such an illusory fallacy can drag you into the most appalling misery, for the human who honestly but alienatingly tries, by ascetic or mystical means, to transform himself in order to reach his peace or a higher knowledge, simultaneously forgetting his commitments to Society, will -by abandoning his network and provoking in it disturbances of irreversible consequences- generate hunger, revolution and misery, which in turn will fall upon those very people, stifling the somatic progress of their own bodies. And how can a central nervous system, the basis of those mental processes it wishes to transform, evolve without the minimum conditions of hygiene, satisfaction of energy and protein supply or stability of the physical-biological environment it needs? You yourselves have been witnesses of the immense misery that such ideas caused in nations like China, Indonesia, India, the Indochinese Peninsula, until the influence of other nations rationalized and mitigated that state.

 

We know, nevertheless, that a beneficial synthesis of such conceptions is possible, since once the commitment to Society has been satisfied, your brothers will do well to attempt a certain degree of reconversion of their minds.

 

We repeat to you, although our assertion may seem gloomy to you, that you need to modify many parameters that today govern the sociodynamic process of your biosphere before your descendants begin to glimpse the reality of those goals mentioned above. The peace of that troubled social environment you will have to forge with tenacity and very hard work, in which many of your brothers will fall, sacrificed by the selfishness and mental blindness of their other, sick brothers.

 

Supreme knowledge will never be reached, but more faithful cosmological schemes can only be the work of the speculative, empirical and analytical effort of millions of human beings, increasing the information they already possess.

 

On this point, the greatest disorder we observe among you is that humans with a creative mentality, scientists and thinkers, are marginalized to the benefit of humans with an applied mentality (technicians). While the former, with a high sensitivity to the progress of Humanity and the crisis it suffers, try to alleviate it, the latter are dominated by the oligarchic systems that exercise a nefarious power, structuring Society towards goals (consumption, artificial well-being…) that make it more and more unhappy. It is the misapplication of Science (that is, the perversion of technology) that is provoking this fatal crisis you suffer. It is not pure Science that will provoke the collapse that, with great probability, is approaching you.

 

You, human Aguirre Ceberio Juan, will no doubt wish to ask me: what remedies exist? It is obvious that, in the hands of you and your close brothers, nothing or very little can be done.

 

Only if large social strata and the intellectual minorities rebel against the oppression of the present decision-making centres of power, partly modifying the sociodynamics of the systems, can that collapse be avoided. This implies great modifications:

 

Balancing supply and demand of goods until a level of development lower than that reached today is attained; re-educating the masses in humanist principles that imply respect for opinions of every kind.

 

Control of the social base over the centres of power.

 

Eliminating technological resources that are not necessary.

 

Redistribution of energy towards needy sectors at the expense of unproductive ones.

 

Aid to nations with a low Gross National Product

 

Disarmament at all levels and allocation of those budgets to other needy sectors.

Separation of the young generations in re-education centres, to protect them from outdated patterns of thought.

 

As you will observe, a utopian programme not at all easy to put into practice without the awakening of awareness of broad sectors of the Humanity of Earth.
